So... what if I said there were actually four guys that had won the tour without winning a stage. Would you hold it against me??? My guy Dave got the answer right... he actually got it double right by giving me the "other two" that had done it. With that, I confirm my poor googler skills and will take any two of the four guys to have accomplished the goal.
